Will make this ready for review if the other cache optimization is merged. The next step would be to cache the PCRE build instead of just the archive. |

This can be merged. Will reduce the amount of downloads which will in return make it unlikely we will exceed certain quotas or run into other download related issues. The unnecessary build was be addressed at a later date. |
